LR Pipeline Services is an energy services contractor and complies with all regulations and best practices to keep their job sites and employees safe at all times. Below are some of the cornerstones of our safety practices that are used as a foundation for all of our work.
Operator Qualification, or “OQ” is a non-descriptive, performance-based regulation implemented by the U.S. Department of Transportation’s (DOT) Office of Pipeline Safety (OPS). This regulation requires each pipeline contractor to develop a written assessment program for the qualification of individuals performing job functions as they relate to general pipeline operations and maintenance. The OQ’s purpose is geared toward ensuring that all personnel performing work on or around oil pipelines are well trained and qualified to handle the scope of the work in a safe and effective manner.
The OQ regulation also stipulates that pipeline operators are to be responsible for assessing the ability of their personnel in regard to their ability to perform certain (covered tasks) on certain pipelines. This rule also stipulates that personnel should be able to recognize and respond to any abnormal operating conditions that may occur.
The Pipeline Training and Assessment Program (PTAP) has been developed by the National Center for Construction Education and Research (NCCER), in conjunction with the American Petroleum Institute (API). The PTAP is an in depth curriculum designed to help qualify potential pipeline personnel under the OQ rules. The PTAP is designed to provide a uniform assessment program to be administered to most leading pipeline operators and contractors.
All employees of LR Pipeline Services are subjected to pre-employment drug screening, criminal background checks, and motor vehicle reports. Upon completing the aforementioned exams, candidates are given extensive safety orientation courses and are educated and tested to receive their OQ.
